TURNKEY · 300 MI · SINGLE POINT OF RESPONSIBILITY

Full EPC Delivery: Engineering Through Startup

From concept and engineering through procurement, fabrication, installation, commissioning, and startup, Miller 3 Engineering provides turnkey industrial delivery with a single point of responsibility for the entire project lifecycle.

One contract. One schedule. One company that cannot point at anyone else.

Multi-prime delivery makes the owner the general contractor

You did not plan to become a project manager. It happened by accretion.

You hired an engineering firm for the design. They finished and left. You bid the fabrication, and the low bidder had questions the engineer no longer answers because their contract closed. You hired a rigger, an electrician, a mechanical contractor, and a controls integrator, each on their own agreement, each with their own schedule assumptions, each of whom sincerely believes their scope starts after somebody else's ends.

The full detail

Agitate: Now every conflict routes through you. Every RFI is your phone call. Every scope gap is your money, because there is no single contract that says whose it was. The engineer's drawings said "by others" eleven times and you are "others."

The schedule does not fail dramatically. It fails two days at a time, at every seam, until the startup date that was in the capital request is a quarter behind and you are the one explaining it.

Solution: One contract that spans concept through startup, held by a company that performs engineering, fabrication, rigging, installation, and utilities in house.

Single point of responsibility for the entire project lifecycle.

Engineering, Procurement, Construction, Project Management, Commissioning and Startup

  1. Revision A: Engineering

Concept development and problem definition, process and layout engineering, 3D modeling, structural and mechanical design, fabrication-ready drawings, stamped and permitted where required. Early identification of constraints and operational challenges, before they become field problems.

  2. Revision B: Procurement

Equipment specification, vendor selection, purchase, expediting, and receiving. Long-lead identification at the front of the schedule rather than the middle. We buy it, track it, and take delivery of it.

  3. Revision C: Construction

Fabrication in our Rancho Cordova shop, structural steel, enclosures, in-house rigging, precision setting, utility tie-ins, and integration. Prefabrication to reduce on-site time and disruption. Sequenced around your production.

  4. Revision D: Project Management

One project manager, one schedule, one weekly report. Coordination with facility engineering, maintenance, operations, OEMs, and inspectors. Scope boundaries defined in writing at the start, not negotiated at the end.

  5. Revision E: Commissioning and Startup

Function testing, OEM commissioning support, operator familiarization, punch-list closeout, and handover to operations. We stay until it runs.

When EPC is the right call

  • The project touches structural, mechanical, utilities, and controls at once
  • Your engineering staff is at capacity or does not exist
  • The startup date is committed to someone above you
  • The equipment is long-lead and procurement timing drives everything
  • The facility is live and the sequencing has to be right the first time
  • You have run a multi-prime project before and do not want to again

When it is not: a single defined scope with clear boundaries. If you need a mezzanine, buy a mezzanine. Individual services are available in house without the EPC wrapper.

We hold the EPC radius tighter than the install radius on purpose

Installation and rigging reach 600 miles from Sacramento. EPC reaches 300.

The difference is presence. An install is a defined window with a crew on site. EPC is months of project management, vendor coordination, inspections, and the ability to be at your plant tomorrow because something changed. Promising that at 550 miles would be a sales answer, not an operational one.

Outside 300 miles, we still design nationwide, fabricate and ship nationwide, and install and rig within 600 miles.

Common questions

What does EPC actually include that a design-build contract does not?

Procurement. In a design-build arrangement the owner usually still buys the major equipment, tracks it, and takes delivery. Under EPC we specify, purchase, expedite, and receive it, which puts the long-lead risk on the same contract as the schedule that depends on it. EPC here covers engineering, procurement, construction, project management, and commissioning and startup support.

Can you do EPC on a project where the equipment is already purchased?

Yes, and it is common. The procurement phase shrinks to expediting and receiving what you already bought, and the rest of the structure stays the same. If the equipment is already on site, that is really an installation and integration project, which is available within 600 miles.

How do you handle change orders?

Scope boundaries get defined in writing at the start, which is the single biggest determinant of how many changes appear later. When conditions genuinely differ from what was known, we price the change before performing it. Practical, field-driven problem solving is included in our approach and does not generate a change order every time a detail moves.

Who is our point of contact?

One project manager for the life of the project. Coordination with facility engineering, maintenance, operations, OEM representatives, and inspectors runs through that person.

Do you provide stamped drawings and pull permits?

Yes. We have engineers on staff who design, draft, and stamp structures and pull permits when the project requires it. Permits and inspections are inside the EPC scope rather than handed back to the owner.

Bring us the capital request, not the drawing set

EPC pays off earliest. The best time to call is when the project is a paragraph in a budget, before the scope has been split into contracts that no longer fit together.
